Once a crew must go underground to inspect, intervene at the cutterhead or perform a rescue, the work has crossed into conventional tunneling, even if the bore is only 2.4 m. This page explains where that boundary sits and why lining, drive length, settlement, shafts and cost behave differently on each side.

What Actually Separates Microtunneling vs Conventional Tunneling?

Ask five engineers where the microtunneling vs conventional tunneling boundary sits and you will get five answers – 900 mm, 1.2 m, 1.5 m, or simply “whatever the owner calls it.”

ASCE/CI 36-15, published in April 2015, resolves the physical idea: microtunneling describes a method and does not impose size limitations on diameter. The Pipe Jacking Association agrees from the other side – standard jacking pipe diameters generally range from 150 mm to 2,400 mm, or greater when required. The microtunneling vs conventional tunneling decision is a test of the system, not a look-up of a number.

Four tests decide it in practice:

Remote control – operated from a surface cabin, with telemetry rather than a driver at the face.

No man entry – the design assumes nobody enters the bore, in operation or as a contingency.

Pipe jacking as the lining – the permanent pipe is thrust in behind the machine and stays as the finished lining.

An unmanned drive – the machine is small enough that the whole drive, not only the cutting, is handled remotely.

If all four are true, the drive is microtunneling whatever its diameter.

Figure 1. The practical boundary follows the man-entry line rather than a fixed diameter, so a small manned tunnel and a large unmanned pipe jack can sit on opposite sides of the same bore size.

The Man-Entry Threshold: Why It Is the Real Dividing Line

The man-entry threshold controls four things: face inspection, cutterhead changes, rescue and confined-space rules. Below the man-entry threshold there is no room for a person to reach the face, so those activities are solved from the surface; above it, a crew can enter and the project inherits the apparatus that keeps a person safe underground. The threshold is set by the smallest section that can hold a person with the required ventilation and egress, and by whether the ground demands cutterhead intervention. In a microtunneling vs conventional tunneling comparison, this decides everything else.

Cutterhead intervention is the clearest example. A remotely controlled machine can be withdrawn to a shaft for cutter changes but not repaired at the face mid-drive; a conventional machine can stop, depressurize under a controlled regime, and send a crew forward to change cutters or clear an obstruction.

Regulation sharpens the point. Under the UK CDM Regulations a designer must eliminate foreseeable risks where possible, so removing man entry removes the highest-severity confined-space risk on the job. Where entry cannot be eliminated, the design must support ventilation, gas monitoring, egress and rescue to the standard OSHA confined-space rules require.

In our bid reviews, the man-entry question is usually the first thing we test, because it decides which safety case, machine class and lining the bid must price. On drives we have supported, owners who wanted to walk the completed bore for inspection were asking for a conventional tunnel without always realizing it.

Which Criteria Actually Separate the Two Families?

Table 1. In microtunneling the pipe is both the jacking medium and the permanent product, which is what pipe jacking means: it is thrust forward behind the machine and stays as the finished conduit. In conventional tunneling the machine erects a segmental lining – precast rings bolted together as the shield advances.

Jacked pipe shows up in joint count and internal finish, not only in the lining type. A pipe-jacked drive uses long pipe lengths, so there are far fewer joints per meter; standard pipes about 2.5 m long can be jacked to a radius of roughly 200 m. A segmental lining is assembled from many narrower rings, so it has more joints to seal and a ribbed internal surface unless a secondary lining is added. EN 1916 and BS EN 295-7 describe the jacking pipe products.

On drives we have supported, the smooth pipe bore was itself a reason owners chose microtunneling, because a gravity sewer or carrier pipe benefits from a low-friction finish and fewer joints to maintain. In our bid reviews, a requirement for a bolted segmental lining for structural or access reasons moved the scope into conventional tunneling even at a small diameter.

Machine Size and the MTBM Ceiling

Machine size is where the microtunneling vs conventional tunneling boundary gets slippery. A microtunneling machine, often called an MTBM, is built to be small, closed-face and remote; a tunnel boring machine, or TBM, is built larger, erects its own lining and is often worked by people. There is no single microtunneling diameter limit in the standards, because ASCE/CI 36-15 describes a method rather than a size, and broad descriptions simply place the method between about 0.35 m and 4 m.

Where a microtunneling diameter limit is quoted it tracks the machine class or the jacking system. Below roughly the man-entry size a machine cannot carry a person and must be remote; the Pipe Jacking Association lists standard jacking pipe from 150 mm to 2,400 mm, or greater when required. Earth pressure balance (EPB) machines suit larger pipe jacks in cohesive and conditioned mixed ground.

So the microtunneling diameter limit in daily use is a working convention, not a code value: it marks the size beyond which a machine can reasonably carry a crew. In our bid reviews we treat machine class as a cost and safety decision rather than a naming decision.

What Diameter Does Each Label Cover in Practice?

Table 2. Machine class, not bore size alone, sets the man-entry question: an MTBM is small and remote, while a TBM carries a crew, erects a segmental lining and needs a larger portal.

Drive Length, Settlement Control and Overcut Management

Drive length is where microtunneling vs conventional tunneling turns on mechanics rather than labels. A microtunneling drive is limited by jacking force and friction: a jacking frame may develop hundreds of tonnes of force, pipe jacking friction typically falls between 0.5 and 2.5 tonnes per square meter of external circumferential area, and lubrication can reduce it to as little as 0.1 tonnes per square meter. Pipe Jacking Association indicative jacking lengths rise with diameter, from about 150 m below 0.9 m to about 2,000 m at 2.4 m, and lengths beyond 1 km need project-specific risk analysis.

Conventional tunneling is not bound by pipe friction because the lining is erected rather than pushed, so one drive can run for several kilometers between portals; the trade is a larger portal and a longer mobilization.

Settlement control differs in mechanism, not just magnitude.

A microtunneling drive holds the face with a closed, pressure-balanced head and manages a small overcut – typically 13–38 mm, about 0.5 to 1.5 in – lubricated with bentonite slurry that helps keep the annulus from collapsing. Because that gap is the main settlement risk, a 35 mm overcut may create subsidence, and at road and rail crossings it is often reduced to prevent more than about 10 mm. A conventional machine instead balances face pressure and grouts the gap behind each segmental ring, which can be effective in large, shallow tunnels. Settlement control depends on face pressure, overcut, ground and tolerance.

Our field teams record overcut and annulus volumes on every microtunneling drive, because a sudden change there is usually the first sign of ground loss. On drives we have supported under live roads, tolerance was met by tightening face balance and overcut rather than by changing method.

Shafts, Portals and Surface Footprint

Shaft and portal footprint often decides which family fits a small-bore project. Microtunneling needs a launch and a reception shaft, and precast caisson shafts of about 2.4–4 m are described as suitable; Pipe Jacking Association shaft design tables cover dry ground to roughly 15 m with sheet piling and about 20 m with secant piling.

Conventional tunneling usually needs a portal or a large shaft to launch a machine big enough to be manned, plus space for segment handling and muck removal, though on a long drive it may need fewer intermediate shafts than a series of short pipe-jacked drives. One published comparison notes that a microtunneling operation needs access doors larger than 60 inches (about 1.5 m) and an average minimum staging area of about 11,000 sq ft (about 1,000 m²).

Geotechnical Uncertainty and Cost Structure

The appetite for geotechnical uncertainty is the quietest difference.

A microtunneling drive has little room for surprise: a boulder, buried timber, uncharted utility or sudden change to rock can stop the machine where there is no space to send a person. Closed-face slurry machines with a crushing head widen the ground range, but a large obstruction can still force recovery and re-launch. A conventional machine has more room and a crew that can intervene, so it absorbs uncertainty better. In our bid reviews we match the method to how well the ground is known, not only to the bore size.

Cost structure follows the same split. A microtunneling drive concentrates cost in two shafts, a remote machine, a slurry separation plant and a modest surface spread.

Published municipal ranges place drives at roughly USD 35–75 per foot, a rate per linear foot. One municipal case-study deck quotes about USD 55–95 per foot per inch of diameter, a rate that scales with bore size.

Neither range states whether shaft cost is included, so each stands as a published range, not a quotation; diameter, ground, depth, shaft cost and mobile plant drive the spread. A conventional tunnel spreads cost over a larger machine, a segmental lining, ventilation and muck handling, so its unit rate falls with length and diameter. The microtunneling vs conventional tunneling split extends to risk allocation: on a microtunneling drive the unit rates usually carry obstruction and ground-variation risk, while a conventional tunnel can accept a larger unforeseen-ground allowance because a crew can intervene.

The Hybrid Middle Ground: Where the Labels Overlap

The middle ground is real: large-diameter pipe jacking pushes pipe jacks to 2.4 m and beyond, still thrust behind a machine but increasingly controlled from above ground. Shield tunneling adds a shielded machine and a segmental lining, and pipe jacking and segmental methods can be combined on one alignment. Hand mining remains a slow option for short, difficult drives where machines cannot be recovered cheaply, and a TBM with segmental lining is conventional tunneling by definition even when the diameter is small.

That overlap is why the microtunneling vs conventional tunneling boundary blurs at the edges rather than a line. A 2.4 m jacked drive and a 2.4 m segmental tunnel can both be called small, yet one is unmanned pipe jacking and the other is a manned segmental tunnel with a different safety case, lining and cost model. The label follows the system, and the system is set by how the drive is controlled and lined.

Decision Guide: Matching the Condition to the Method

Which family fits depends on the reason, not the label: Table 3 maps each site condition to the family considered first for microtunneling vs conventional tunneling, and gives the mechanism behind it.

Which Family Does Each Site Condition Favor?

Table 3. Broad descriptions place microtunneling between roughly 0.35 m and 4 m. A 2.4 m bore under a live road is answered by the man-entry test, not the figure.

Can a microtunneling drive be manned if something goes wrong?

The design always assumes no entry, so every contingency has to be solved from the surface or from a shaft. If cutterhead intervention or rescue inside the bore is even a contingency, the drive has effectively become a conventional tunnel and must be designed, ventilated and rescued as one. Below the man-entry size there is physically no space for a person, so recovery relies on remote operation, retrieval and shaft access.

Why does microtunneling usually use pipe jacking instead of a segmental lining?

Because the pipe is both the product and the jacking medium. Jacking the permanent pipe behind the machine removes the need to erect segments in the bore, which is impractical when nobody can enter. Pipe jacking also produces fewer joints and a smooth internal finish, while a conventional machine erects a segmental ring and may add a secondary lining.

Does microtunneling give better settlement control than conventional tunneling?

Settlement control depends on mechanism rather than family: a closed-face machine balances face pressure and controls the overcut, while a conventional machine grouts the gap behind each ring. For a crossing under a live railway, the binding control is the settlement limit rather than the family: the closed face holds the ground, and the contract has to state the trigger level.

Which method is cheaper for a short urban crossing?

Cost depends on diameter, depth, ground, shaft cost and service diversions. Published municipal ranges place microtunneling drives at roughly USD 35–95 per foot, which often wins for short, deep crossings that avoid open excavation. For long, large or shallow tunnels a conventional machine can spread its fixed cost further and become competitive.

How JSW Supports Your Trenchless Method Decision

JSW is a pipeline engineering and construction company that executes trenchless crossings with its own crews and equipment.
