An HDD bore is a curve that descends, bottoms out and rises to the exit, so “20 m deep” usually means the deepest point.

Depth of cover. The vertical distance from the finished surface or riverbed to the top of the product pipe. This is the measurement that codes, operators and crossing permits actually care about.

Bore depth and cover are not the same figure. A bore that bottoms out 20 m below a riverbed may have only a few metres of cover at a deep channel or scour pool. On crossings we have supported, the most useful drawing plots the bore profile, the present bed line and the design scour line on one section, so cover is visible at every metre.

How Deep Do HDD Pipelines Go? Typical Depths by Crossing Type

Asking how deep do HDD pipelines go has a different answer for each crossing type, because depth follows the obstacle and the thickness of material above the pipe. The ranges below are typical planning envelopes, to be confirmed against site data.

Table 1. Typical HDD crossing depth ranges by crossing type (planning values, not design limits)

Crossing type

Typical depth of cover

Typical maximum bore depth

What drives the depth

Utility and fibre in a congested urban corridor

About 1-2 m

About 3-6 m

Separation from other utilities and structures

Crossing under a highway or rail embankment

About 2-4 m

About 5-10 m

Embankment loading, settlement tolerance, permits

Medium river or canal crossing

About 4-6 m below the design bed

About 8-15 m

Scour allowance, bed mobility, navigation

Large river or major channel crossing

About 6-10 m below the design bed

About 15-30 m or more

Scour depth, channel migration, long span

In our bid reviews, the crossings that return for rework are rarely the deepest. They are the ones where the design bed was taken as the surveyed bed with no scour allowance carried – the most expensive shortcut in river-crossing depth planning.

How Entry Angle, Bend Radius and Crossing Length Trade Against Depth

Depth cannot be chosen alone: on an HDD crossing depth is bought with length and paid for in pull load. The bore is a curve, and its geometry links entry angle, exit angle, horizontal distance and bottom depth.

A steep entry angle reaches a given depth in less horizontal distance, but imposes a sharper bend and higher bending stress on the pipe. A shallow angle is gentler on the pipe but needs far more surface length for the same depth. Published practice commonly holds entry angles in the 8-20 degree band for pipeline crossings.

Bend radius ties the two together. Every pipe and drill string has a minimum allowable bend radius, which sets how quickly the bore can change direction and how much length it takes to reach depth and flatten out.

Depth increases length. Going deeper lengthens the bore, raising drilling-fluid volume, torque and pull force – the limits that eventually bite.

Length increases depth sensitivity. On long bores the entry and exit tangents dominate, so a small change in entry angle can move the profile by several metres.

Depth increases consequences. Deeper cover means higher annular pressures and more inadvertent-return risk, so shallowest-adequate depth is usually the better target once cover is satisfied.

Figure 2. Entry angle and bend radius set how fast a bore reaches depth: a shallow angle is gentler on the pipe but needs more length to get down to the same cover.

Depth-of-Cover Requirements and Why They Exist

What depth of cover does a river crossing actually need?

Depth of cover is a protective measurement: every metre exists for a reason. The figures below are typical published ranges and framework values; final cover is set by the crossing’s own loading, scour and permitting analysis and by the operator’s pipeline code.

For routine buried transmission pipelines, published cover for crossings commonly sits in the 0.9-1.5 m (3-5 ft) range. Gas transmission practice under ASME B31.8, enforced in the United States through 49 CFR 192, commonly uses about 0.9 m (36 in.) in normal ground and about 1.2 m (48 in.) in agricultural or residential areas. Hazardous-liquid practice under ASME B31.4 and 49 CFR 195 uses a similar normal-ground figure and requires deeper cover at water crossings: about 1.2 m (48 in.) below a navigable riverbed, and a minimum of about 1.2 m below the maximum scoured depth. Navigation canals and surf zones are treated more conservatively.

Table 2. Why depth of cover exists, and what typically sets it

Driver

What it protects against

How it moves the cover figure

Surface loading

Traffic, construction plant and embankment loads

Pushes cover up under roads, rail and heavy plant

Frost penetration

Frost heave and differential ground movement

Sets a floor equal to or below local frost depth

Agriculture and ploughing

Deep ploughing, subsoiling and drainage works

Drives the agricultural 1.2 m (48 in.) figure

Erosion and scour

Loss of bed or bank material over the design life

Sets the governing cover at water crossings

From our field teams’ records, cover disputes at design review are rarely about the target number. They are about the datum: cover above the present bed, above the design scour line, or above restored grade. Fix the datum in writing before the profile is drawn.

River Scour: Why It Often Sets the Governing Burial Depth

On many river crossings the governing depth is not set by surface loading or the code’s normal cover. It is set by scour, the removal of bed and bank material by flowing water.

What river scour actually is

Scour splits into components that define a design bed. Long-term degradation is the gradual lowering of the whole channel. Contraction scour is extra lowering where flow accelerates through a narrow or shallow section.

Local scour is intense, localised erosion around an obstruction. Channel migration is the lateral threat: the river can move sideways and expose a pipe that was never under the main channel. Together they turn a stable-looking bed into a moving boundary.

How scour depth is estimated before a crossing

Scour is not guessed; it is modelled and checked against the river’s history:

Survey at low flow. A low-flow bathymetric survey gives the most conservative view of the mobile bed, because post-flood silt often sits above the true scoured level.

Characterise the mobile material. Geotechnical cores show how deep erodible alluvium extends and where competent, non-scourable substrate begins – often the real design floor.

Model the design flood. A hydraulic analysis of the design flood, commonly the 100-year event, estimates long-term degradation, contraction and local scour with methods such as FHWA HEC-18.

Check against history, then add the code allowance. Historical channel-migration records and bed-form movement test the modelled number against the river’s actual behaviour; the required burial is then the maximum scoured depth plus the code’s minimum cover – about 1.2 m below that level for hazardous-liquid crossings under 49 CFR 195.

Agricultural cover of about 1.2 m may be fine on land, but if a design flood can scour 5 m of bed, the pipe must sit more than 6 m below the present bed. Published HDD river-crossing guidance suggests a minimum cover of about 4.6 m (15 ft) beneath the design bed for alluvial crossings; many large channels require more.

Figure 3. A flotation check compares the pipe’s submerged weight against uplift from displaced water and excess pore pressure, with a factor of safety. Where it fails, the fixes are more cover, anchors or screw piles, concrete weights, or a heavier wall. On crossings we have supported, this check has pushed a river profile a metre or two deeper even after the scour analysis was satisfied.

Guidance systems and their depth limits

Table 4. Guidance method versus practical depth and crossing length

Guidance method

Practical depth

Typical use

Main limitation

Walkover locating

Roughly 9-12 m of cover

Most utility, road and small-to-mid crossings

Surface signal weakens with depth and interference

Wireline (hard-wire) guidance

Beyond walkover range, tens of metres

Long and deep crossings, including many river bores

Needs a wire in the drill string and surface infrastructure

Gyroscopic steering

Very deep, where signals cannot reach

Deep, long or obstructed crossings

Higher cost and setup; needs careful survey control

Walkover locating is practical to roughly 9-12 m of cover in normal soils. Beyond it, crossings move to wireline or gyroscopic guidance, which are not depth-limited the same way but add cost and setup time. The relevant good-practice frameworks are the NASTT HDD Good Practices Guidelines, ASTM F1962 and ASCE Manual of Practice 108. A third limit is the rig: pull and thrust capacity, torque and allowable pipe stress tighten as depth and length rise.

A Practical Depth-Planning Checklist

Depth planning is easier as a sequence than as a single decision. On crossings we have supported, teams that avoid rework ask the same questions in the same order. Here is the sequence we use when someone asks how deep do HDD pipelines go on an alignment.

Define which depth you mean. Decide whether the question is how deep do HDD pipelines go at the deepest point of the bore, or how much cover remains after scour, grading and restoration. They drive different decisions.

Fix the datum. Record whether cover is measured from present ground, finished grade, the surveyed bed or the design scoured bed, and use that one datum throughout the drawing set.

Get the geotechnical and bathymetric data first. Borehole logs, low-flow bathymetry and a scour study belong in the plan, not held back as contingency.

Check whether how deep can horizontal directional drilling go is even the binding question. Guidance depth, bend radius, pull load and allowable pipe stress often cap the profile before soil cover does.

Confirm buoyancy, guidance and rig capacity at depth. Check flotation, plan wireline or gyroscopic steering above roughly 9-12 m of cover, and verify the rig can pull the pipe through that depth and length within its stress limits.

Scope of Application: Where These Depth Ranges Apply

The depth figures here are planning ranges for a horizontal directional drilling crossing, not design values. They cover utility and small-rig bores, highway and rail crossings, and river and channel crossings in soil or soft to medium rock.

In scope: depth of cover set by scour, loading, separation and permitting requirements.

Out of scope: subsea and offshore pipelines, where lay and burial methods replace the bore.

Out of scope: mine, cable and geothermal bores, which follow their own burial rules.

How This Changes by Project Role

How does a planning engineer set an initial burial depth for a crossing?

Start from the governing constraint – scour on a watercourse, cover under a road – then check the depth is reachable within the bend radius and available length.

How should a design engineer check the entry angle against the bend radius?

A steeper entry reaches depth sooner but demands a longer set-back and a tighter curve, so check the radius against the pipe, not the rig.

What should a reviewer challenge in a proposed crossing depth?

Ask which event the cover is designed against, who supplied the scour estimate, and how the as-built will prove the depth was achieved.

Key Takeaways

How deep do HDD pipelines go depends on the obstacle, but depth in HDD is always three numbers: entry-pit depth, bore depth and depth of cover. Cover governs protection.

Typical utility bores run about 3-6 m deep; large river and channel crossings run 15-30 m or more, driven more by scour than by normal code cover.

Published cover for crossings commonly sits at about 0.9-1.5 m (3-5 ft), with a depth-of-cover-to-diameter ratio of about 1.5 in completed projects.

River scour, not agricultural cover, usually sets the burial depth: pipe is set below the maximum scoured depth, not the present bed.

Walkover guidance is practical to roughly 9-12 m; deeper and longer bores move to wireline or gyroscopic steering.

How deep can horizontal directional drilling go is not unlimited. Depth is bought with length and paid for in pull load, so the target is adequate cover, not maximum depth.

Frequently Asked Questions

These are the depth, cover and scour questions we field most often from engineers, owners and permitting staff.

How deep do HDD pipelines usually go on a river crossing?

Utility bores typically run about 3-6 m (10-20 ft) deep; large river and channel crossings commonly sit at 15-30 m (50-100 ft) or more. To ask how deep do HDD pipelines go is really to ask two questions: how deep the bore itself goes, and how much cover remains above the pipe once scour, loading and permitting are accounted for.

What is depth of cover, and how is it different from bore depth?

Depth of cover is the vertical distance from the finished surface or riverbed to the top of the product pipe. Bore depth is the depth of the drilled path along the alignment, and entry-pit depth is just the excavation at each end. Cover is the protective measurement that codes and crossing permits care about; bore depth is what the rig has to physically drill.

How deep can horizontal directional drilling go before guidance fails?

Walkover locating is practical to roughly 9-12 m of cover in normal soils. Beyond that, bores normally move to wireline guidance or a gyroscopic steering system, which are not limited by the same surface-signal problem but add cost, surface equipment and setup time.

Why do river crossings need deeper burial than land pipelines?

Because a riverbed moves. Scour, channel migration and flood events can strip metres of sediment away, so a pipe buried only to agricultural cover can be exposed by a single design flood. Burial under a water crossing is therefore set below the maximum scoured depth, not the present riverbed profile.

How is river scour depth estimated for a pipeline crossing?

The usual sequence is a low-flow bathymetric survey, geotechnical cores and a hydraulic model of the design flood. That model combines long-term degradation, contraction scour and local scour, following methods such as the FHWA HEC-18 bridge-scour framework. Historical channel-migration records and bed-form movement are then used to check the number against what the river has actually done.

Does deeper burial always make a crossing safer?

No – depth is a design variable, not a safety dial to be turned up. Depth adds protection from surface loading, plough damage and scour, but it also raises pull loads and drilling-fluid pressures and increases the risk of inadvertent returns, and on some alignments a deep bore in poor rock creates more risk than it removes.

How JSW Supports Depth-Engineered HDD Crossings

JSW is a pipeline engineering and construction company that executes trenchless crossings with its own crews and equipment.
