Project Overview
- Client: Beijing Water Affairs Construction Management Center
- Contractor: Beijing Jinshiwan Pipeline Technology Co., Ltd.
- Location: Beijing, China
- Core Challenge: Relocating 750m of active, high-pressure Sinopec petroleum and aviation fuel pipelines with zero product loss and ensuring continuous regional energy supply.
- Solution: A meticulously planned pipeline relocation project utilizing advanced hot tapping and stopping technologies to create a safe, non-disruptive tie-in.
- Key Result: 100% safety record, zero unplanned shutdowns, and project completion as scheduled, enabling the vital water conservancy project to proceed without delay.
The Challenge: A High-Stakes Infrastructure Dilemma
The development of Beijing’s Wen-Chao Jian River, a crucial water conservancy initiative, was directly impeded by two active, high-pressure fuel pipelines. As a leading pipeline contractor, we were faced with a multifaceted challenge:
-
Zero Tolerance for Disruption: The pipelines were arteries for regional energy supply. One, a petroleum pipeline, operated at a formidable 10MPa, while the other, an aviation fuel pipeline, operated at 6.7MPa. A conventional shutdown for relocation was economically unfeasible, risking millions in daily operational losses and supply chain disruptions for Sinopec.
-
Inherent Safety Risks: Working on “live” pipelines containing highly flammable substances like jet fuel demands the highest level of safety protocols and technical expertise. A single error could have catastrophic consequences.
-
Complex Urban Environment: The project was located in Beijing, requiring adherence to stringent urban construction, safety, and environmental regulations. Precision and minimal environmental impact were non-negotiable.
The client needed a pipeline relocation company that could deliver a flawless, non-intrusive solution. The question wasn’t just about moving pipe; it was about managing risk and ensuring continuity.
Our Solution: Precision Engineering for Zero Disruption
Our approach was rooted in our core philosophy: maximum planning for minimum disruption. We designed a bespoke pipeline relocation service centered on isolation and bypass, eliminating the need for a full system shutdown.
Our custom solution included:
-
Comprehensive Pre-Construction Engineering: We leveraged 3D laser scanning and non-destructive testing to model the existing pipeline network with millimeter accuracy, identifying optimal tie-in points.
-
Advanced Hot Tapping and Plugging System: This was the cornerstone of our high-pressure pipeline construction strategy.
-
Technical Advantage: This technology allows us to safely drill into the live pipeline under full pressure and install a plugging head. This isolates the section for work while product continues to flow uninterrupted through the mainline. For our client, this meant their operations continued as normal, with no downtime.
-
-
Dual-Pipeline Coordination: We executed a synchronized plan for both the DN323.9 petroleum and DN273.1 aviation fuel lines, managing different pressures and protocols simultaneously with dedicated, expert crews.
The Implementation: A Symphony of Technical Expertise
Our execution was a testament to our disciplined project management and technical prowess as a specialist aviation fuel pipeline contractor.
-
Phase 1: Bypass Line Installation. We first constructed and hydrostatically tested the new 750m pipeline sections alongside the existing right-of-way.
-
Phase 2: Critical Tie-In via Hot Tapping.
-
Hot Tap: We performed a hot tapping procedure on both the upstream and downstream sections of the existing pipeline. This created a secure connection point for the plugging head.
-
Plugging: The specialized plugging head was inserted, isolating the 750m section to be decommissioned. The product flow was seamlessly diverted through the newly laid bypass line.
-
Cutting and Connection: With the section safely isolated, the old pipe was cut, and the new sections were connected using precision welding and pipeline tie-in procedures.
-
Flow Restoration and Extraction: The plugging heads were removed, full flow was restored through the new line, and the temporary bypass was disconnected.
-
-
Phase 3: Safe Decommissioning. The retired pipeline segments were purged, cleaned, and salvaged in accordance with all environmental and safety standards.
Throughout the process, our team maintained a constant dialogue with the client’s representatives, providing real-time updates and ensuring complete transparency.
Tangible Results & Lasting Benefits
The success of this infrastructure pipeline relocation was measured in hard data and client satisfaction.
-
100% Safety Record: The project was completed with zero accidents, spills, or safety incidents, despite the high-risk environment.
-
Zero Operational Disruption: The client, Sinopec, experienced no unplanned shutdowns. The continuous supply of petroleum and jet fuel was maintained, preventing significant financial loss.
-
On-Time Completion: The project was delivered on the scheduled date of April 1, 2024, ensuring the Wen-Chao Jian River project faced no delays.
-
Enhanced Infrastructure Longevity: The new pipelines, installed to the latest standards, ensure reliable service for decades to come.
A Word from Our Client:
“The complexity of relocating two of our most critical fuel lines in a metropolitan area like Beijing was daunting. Beijing Jinshiwan’s expertise in hot tapping and stopping gave us the confidence to proceed. Their team was not just a contractor; they were a true partner. The execution was flawless, with no impact on our supply chain. This is the benchmark for professional oil pipeline relocation services.”
